What is a Domestic Builder Unlimited (DBU)?

Domestic Builder Unlimited (DBU) is the highest class of domestic building registration in Victoria, issued by the Building and Plumbing Commission (BPC). It authorises you to carry out, manage, and arrange all types of domestic building work — including new homes, extensions, renovations, and multi-dwelling developments — without restriction on scope or project value.

The DBU registration is essential to run your own building business in Victoria, take out building permits, and legally contract directly with homeowners for residential projects. Without it, you cannot legally carry out domestic building work valued over $10,000.

The Building and Plumbing Commission (BPC) registers all building practitioners in Victoria under the Building Act 1993.

Unlimited Scope

A DBU allows you to carry out all classes of domestic building work — new builds, extensions, alterations, and multi-dwelling projects.

Must Pass an Exam

Applicants must pass a written knowledge exam covering building laws, NCC 2022, contracts, site management, and construction standards.

Work Experience Required

You must demonstrate relevant industry experience and hold an approved trade qualification or equivalent before applying.

Insurance Obligations

Registered builders must hold DBI for work over $16,000 and Public Liability insurance of at least $1 million.

10-Year Liability

A DBU holder is liable for defective building work for up to 10 years after issuing an occupancy permit or final inspection certificate.

DBU Registration Requirements

Approved Qualification — Hold a Certificate IV in Building and Construction or higher (or equivalent trade qualification with relevant industry experience recognised by the BPC).

Industry Experience — Demonstrate sufficient hands-on experience carrying out, supervising, or managing domestic building work at the appropriate level.

Pass the Written Exam — Sit and pass the BPC's registration knowledge exam, testing your understanding of the Building Act 1993, NCC 2022, domestic building contracts, site management, and construction standards.

Fit and Proper Person — Pass identity and background checks confirming you are a fit and proper person to hold registration.

Application & Fee — Submit a completed BPC application with all supporting documents and the applicable registration fee.
